GONZALES — Monterey County Local Agency Formation Commission (LAFCO) has granted the City of Gonzales’ appeal regarding the completeness of its Vista Lucia Reorganization application, clearing the way for the project to move forward to a full hearing before the Commission.
“We appreciate the Commission’s careful consideration of the City’s appeal and its decision to allow the Vista Lucia application to move forward,” said Gonzales City Manager Carmen Gil in a news release. “Vista Lucia represents nearly two decades of thoughtful planning for our community’s future. We look forward to presenting the full project to LAFCO and continuing the public process.”
The City appealed the determination that the Vista Lucia application remained incomplete due to not disclosing the identification of the qualified entity (Land Trust) that will hold the required agricultural conservation easement.
Following presentations from LAFCO staff and City representatives, public testimony and Commission discussion on Aug. 24, LAFCO voted unanimously to grant the City’s appeal, determining that identification of the qualified entity could be addressed as a condition of approval after annexation.
The decision marks an important step forward for Vista Lucia, a long-planned expansion of Gonzales designed to address the community’s housing needs and provide a range of housing opportunities for current and future residents.
Despite its expanding industrial base, Gonzales has seen limited residential development, with only 60 new residential homes built between 2010 and 2019 and just only accessory dwelling units (ADUs) built since 2020.
“Gonzales, like communities throughout the region, needs more housing that meets the needs of working families and people at different stages of life,” Gil said. “Vista Lucia gives us an opportunity to plan responsibly for that growth and create a balanced community with housing, parks, schools, neighborhood-serving businesses and public facilities.”
The Vista Lucia community addition is planned to provide up to 3,498 homes over the next 30 years, with a mix of housing types designed to serve households across a range of income levels. The plan includes multifamily rental housing intended to provide opportunities for very-low- and low-income households, and housing for moderate- and workforce-income households, and a range of for-sale housing.
According to the City, the project is purposely designed to provide “much-needed housing across a range of income levels while promoting compact, neighborhood-centered growth.”
Gonzales City Council unanimously approved the Vista Lucia project in September 2025. The City subsequently submitted its reorganization application to LAFCO, whose approval is required for annexation of the property into the City.
Several Gonzales community members spoke in support of the City’s appeal during last week’s LAFCO hearing and urged the Commission to allow the project to continue moving forward.
“This decision allows us to have the full Vista Lucia project considered by LAFCO,” Gil said. “We believe the project deserves to be evaluated on its merits and on what it can provide for the future of Gonzales.”
LAFCO will consider the full Vista Lucia project during its Sept. 28 hearing at 3 p.m. in the Monterey County Board of Supervisors Chambers, 168 W. Alisal St., in Salinas.
