
GONZALES — Monterey County Local Agency Formation Commission (LAFCO) voted unanimously last week to approve the Vista Lucia Reorganization, marking a major milestone for the City of Gonzales and its plans for future growth.
The 6-0 vote on Sept. 28 allows the phased annexation of the Vista Lucia property into the City of Gonzales. The project has been anticipated as part of Gonzales’ long-term growth plan since the City’s 2010 General Plan, and the property was placed within the City’s Sphere of Influence by LAFCO in 2014.
“This is an incredibly important milestone for Gonzales and the culmination of many years of thoughtful planning for our community’s future,” said City Manager Carmen Gil. “We are grateful to the LAFCO Commissioners for their careful consideration of Vista Lucia and to the many residents, community organizations and partners who participated in the process and expressed their support. This approval allows us to move forward with a community that will provide much-needed housing opportunities for the people and families who live and work in Gonzales and throughout our region.”
Vista Lucia is planned to include up to 3,498 homes and apartments with a range of housing types and price points, from traditional and smaller-lot single-family homes to townhomes, and apartments. The community will also include three school sites, 79 acres of parks and pathways, neighborhood-serving commercial areas and new infrastructure.
Housing has been a central focus of the City’s planning for Vista Lucia. The plan includes housing intended to serve people at different income levels and stages of life, including local families and workers in agriculture, healthcare, education, public safety and hospitality.
The project also includes specific affordable housing components, including an MOU with CHISPA for the first 211 multifamily units, a 10-acre apartment site to be donated in the first phase and 49 self-help homes.
Vista Lucia also incorporates agricultural buffers and conservation easements as part of the City’s efforts to establish a permanent agricultural edge and balance future growth with protection of surrounding agricultural lands.
The project is expected to develop in phases over the next 30 years, based on market demand and completion of necessary infrastructure. Planned infrastructure includes roadway improvements and an improved connection to Highway 101, along with water, sewer, drainage and stormwater systems and facilities supporting parks, schools and public safety.
“This has always been about planning responsibly for the future of Gonzales,” said Mayor Jose Rios. “LAFCO’s approval is a significant step forward. We look forward to the work ahead and to ultimately seeing new neighborhoods and housing opportunities become a reality for our community.”
With LAFCO approval secured, the developer’s next steps include completing the required agricultural conservation easement and beginning a Request for Proposals process to identify builders.
